第六十章   道蒞天下

治大國，若烹小鮮。 以道蒞天下，其鬼不神。非其鬼不神，其神不傷人。非其神不傷人，圣人亦不傷人。夫兩不相傷，故德交歸焉。

[譯文]

悟道的人治理大國就像煎小魚一樣，少生滋擾。 以道德大法治理天下，鬼怪就無法惑亂于人。鬼怪不生惑亂，神祗就不會侵傷百姓。神祗不侵傷百性，悟道的人更不會侵?jǐn)_民眾。

鬼神和悟道之人都不傷害滋擾百姓，就上下合德、吉祥和諧了。
